I would suggest that in the first place the Public Works Praya Stores should be dealt with, and that in the meanwhile the question of including the Stores of other Departments, and of the Sanitary and Water Branch, should be considered. As regards the Stores it is essential that the positions chosen should be as central as practicable, and that it should have a Marine frontage.
I have already suggested the piece of Government land on the Eastern Praya, immediately beyond War Department property, and adjoining Blue Buildings, but if all the Government Stores have to be dealt with it is probable this piece of land would prove insufficient.
Moreover the Public Works Department is without a workshop or yard of any description. Mr. Chadwick felt the want of this so much that a small temporary yard and shops, not however in a convenient position for general Public Works requirements, have been provided. I consider that economy and efficiency would result from the employment of a limited number of Government workmen for ordinary petty repairs to works and buildings instead of (as has been the past custom of the Department) being entirely dependent on Contractors. I think therefore it would be advisable to acquire a convenient site by exchange or purchase. Such site may probably be obtained on fair terms in the neighbourhood of our Wanchai Stores yard (temporarily handed over to Mr. Chadwick).
